The American Recovery and Reinvestment Act of 2009, signed by President Obama on February 17, is a complex spending measure designed to jump start the American economy. The legislation is over 1,000 pages long and contains $787 billion in appropriations.

The process of determining exactly how the grants and loans will be allocated, and who will qualify for the guarantees and tax credits, is already underway. Businesses and communities across America will be vying for a share of the stimulus funds, and to be successful, those parties must be prepared to act with deliberate speed.
